In the United States economy most markets can be classified into four different markets structures. But, each and every market in the United States is completely unique from the others. Generally the best type of market structure for the general public is per-fect competition because it creates the lowest possible price for the public. There are some exceptions were perfect competition isnt the best choice for the public on account of various reasons. The United States Postal Service is one of them and since the Postal Service is a monopoly, it is its own market. This paper will discuss the budget dilemmas that the postal service has faced for the past twenty years and if it is in the best interest of the economy for the United States Postal Service to continue as a monopoly. The first time there was talk of privatizing the Postal Service was in 1979 when the Postal Service was losing vast amounts of money in the long run. But since the Postal Service is a necessity for America, the government had to subsidize the service in order for it to continue in operation. In 1979 the United States Postal Service had a cash flow of $22.5 Billion and was additionally receiving $176 million from investing(#1, Intro). Even with this added revenue the Postal Service was still greatly under funded on its own (#1, Intro). During this time it was discussed to privatize the postal service and introduce competition because of the extreme losses that the service was experiencing. A positive argument for privatizing the Postal Service was with numerous competitors in the market there would be more efficiency and the public would receive lower prices. But this would also increase the usage of resources, for example airplanes and cars. One of the problems the Post Office had was its receipts from consumer purchases that were submitted the next day after the transaction (#1, i). If the receipts were submitted earlier the postal service would receive more money because they could invest that money sooner (#1, i). Another way the Postal Service could increased profits was by competitively selecting banks that would give them higher interest rates and such (#1, ii). Probably the most relevant and final way to improve the budget of the Postal Service is to improve the bookkeeping poli-cies and banking techniques (#1, ii). Not only did the Post Service propose to increase profits but they also proposed to cut costs in a number of ways. There were three methods that were proposed in 1946 for the protection of salaries that no longer exists (#2, Intro). These have to do with the rural mail carriers. Under this antiquated method of delivering mail the Postal Service was los-ing money to any mail that went to "rural" areas (#2, i) There are 48,000 mail carriers that deliver mail to millions of families that are considered to be living in rural settings; this costs the postal Service 858 million dollars a year (#2, i). This is a fairly easy problem to fix considering how much money is being lost. It was proposed that money loss could be significantly cut down if the Postal Service corrected the following problems. The rural mail carriers were assigned a certain amount of time to deliver to a specific rural area, this method was out of date and because of this the carriers have free time for which they got paid for (#2, ii). The next problem was that other mail routes based pay on how many miles the route covered, so the carriers were getting paid by the mile (#2, iii). With this problem fixed the Postal Service could saved 26.8 million a year (#2, iii). There was also an hourly rate that was in effect which indirectly promoted inefficient service (#2, iii). A stop to this could have saved the Postal Service $255,000 a year (#2, iii). From the num-bers mentioned above, it can be seen why the United States Postal Service was losing so much money. These problems did indeed eventually did get solved over the past fifteen years and now the Postal Service is making record breaking profits. Now in the first quarter of the fiscal year 1996 the Postal Service already has a net income of $1.2 billion (#3, 1). Now not only is the Postal Service just breaking even, but they are also making a profit. On top of that, the 1.2 billion dollar figure is 115 billion dollars better then the quarterly forecast predicted (#3,1). We are the result of the biases and perception of each one of those persons, collected into one big trend, and transmitted into us, which we will in turn transmit to another human. These biases and perceptions in turn affect the biases and perceptions of other such collective individuals, which we come to know as races. As a result, we find it an endless cycle, where our race affects our identity, and our perception of the world around us, and therefore the actions we take in that world. This in turn cements our identity and develops those traits that are the characteristic of our race, and in turn restarting the cycle. The effect of race or ethnicity on our identity and thereby perception of the world around is a theme explored in many of the stories and poems in Sherman Alexie's book, War Dances. As a Native-American himself, he drew out on many of his own experiences o f that fact and incorporated them into providing a personal insight into the unique stories and poems. There are many examples of this in the very first story, Breaking and Entering, where the protagonist of the story finds himself in a fix for killing a young African-American who attempted to break into his house. The effect of ethnicity upon perception is overwhelmingly prevalent throughout the story. For example, when the young man breaks into his house, the protagonist immediately assumes danger. As it is written, 'I didn't think, there's a black teenager stealing from me. I only remembered being afraid and wanting my fear to go away (Alexie, 2009, page10).' Did it make sense to be afraid of a 17 year old boy, who was stealing DVDs from the television rack? The protagonist himself states that he could not have been sure he had been breaking in with the intent to harm. He states that he had no reason to get violent and protective. Not only was his family out of town and therefore there being no one to protect, but also because the young man seemed to pose no certain threat. He had no weapons, he was not being violent. In fact, he entered the house only after making certain, in his view, that there was nobody home. Why then, would it make sense to harm him? Because as the author said, he was afraid. Perhaps if he had been in a white neighborhood and a black teenager had broken in he would have had the sense to talk to the boy. But being white in a prevalently black neighborhood might have played a subconscious role in the man's being afraid, even though it did not consciously cross his mind. Furthermore, when the protagonist ends up killing the boy and investigation is conducted into the crime, he is not charged guilty with anything, as it was a crime of self-defense. This fact, the fact that in their eyes, a white man was acquitted of the murder of a black man, makes it a matter of injustice and inequality in the eyes of the black boy's family. Would a prot est have been conducted if a white man was held innocent in the death of a white boy, under the assumption and likelihood of self-defense? It is unlikely that every death that occurs under the self-defense notion is met with protests, as the law would undoubtedly have been changed if it was. The contemporary American medical industry feels the lack of those, who directly take care of the patients and satisfy most of the patients’ needs. The thing is that there are not enough nurses in the American hospitals and clinics due to the small salaries and the lack of perspectives for the career development the registered nurses have. Fortunately, in the last decade numerous shows appeared which create a positive image of nursing and encourage young people to choose it as their career. The ER was one of the first TV series which took this mission. There were several remarkable actors who played nurses in this show, but the most remembering is Julianne Margulies' character, Carol Hathaway, the head nurse in the Emergency Room. There also were several nurses on the second roles. Carol, the head nurse, was often shown at leading roles in the ER series. She was always on duty to save the patients and to assist the doctors. The ER displays Carol and other nurses working directly with the patients, fulfilling their professional chores. In this show nurses are shown providing nursing care to the patients, but it is also noted that sometimes these medical practitioners have to make the decisions and fulfil functions that are out of their professional competence. In scenes with physicians, where other nurses take part, those are the doctors who do most of the talking, but when Carol Hathaway is aired it is her who talks the most. She always has her own opinion about the issues discussed, and she is ready to stand for her viewpoint. In the ER lots of episodes with doctors and nurses are aired, and the who is deciding what help the patient actually needs depends on the personality of the doctor and of the nurse. Of course, usually it is the doctor who guides the process, but sometimes the nurse has to take this role. Let's, for example recall Dr. Carter’s first day in the ER as a doctor. He was really scared when he got his first patient, so Carol had to fulfil his chores. In the ER it was shown that both man and women are good in the nursing career. There were more female nurses of course, but the male ones also were present. The age of nurses shown in the show varies from twenty to sixty something; there both are the nursing certificate program recent graduates and the aged and experienced specialists. Most of the nurses in the ER are single. Carol Hathaway is portrayed as one of the strongest and most intelligent women in the whole series. She’s strong, ambitious and intelligent, capable and eager of learning something new. Carol’s character is even stronger than most of the doctors who work with her have; but she’s an exception, as most nurses are shown as less ambitious and, more light-headed. Most of them have time for activities besides their job, so they seem little touched by the problems that happen in the hospital. Thus the personality traits depicted in Julianna Margulies’ character, Carol are shown as abnormal for the person of her occupation. Carol Hathaway’s values change as she’s developing personally and professionally through the series. At the beginning serving people, saving them is the most significant for her, but with the time passing we notice that Carol becomes more and more ambitious, she longs for recognition and scholarship. In the same time the other nurses long for various things – most of them still feel that their work is of greatest importance and try to fulfill their chores as drudgingly as possible, but there are also some nurses who just want to sit and do nothing. Most nurses are shown as less intelligent and ambitious than the doctors are. In the ER the nurses aren’t portrayed in sexually demeaning terms, it's rather they are evaluated on the basis of their professionalism and excellence. Of course, most of the nurses depicted are attractive, and several romantic lines appear which involve nurses. It’s interesting that in the ER nursing is not portrayed as a fulfilling career. The nurses are complaining that the doctors underevaluate them, and in the middle of the series Carol decides to continue her education for to get the doctor’s diploma. Despite of that, the job of a nurse is shown as quite an interesting and exciting one, but in the same time very tiring and demanding. In the ER the profession of a nurse is shown as a deficit and exciting one, but it is also said that the doctors are superior to the nurses, and that the nurses have few opportunities for the career development.
